JOB TITLE: Director of Operations/Vice President

JOB STATUS: Regular Full Time, Exempt

REPORTS TO: President/Chief Executive Officer

POSITION SUMMARY: Reporting to the President/CEO and working under minimal supervision, the Director of Operations/Vice President will have internal and external responsibilities, assisting with the general management and operation of the Bering Straits Regional Housing Authority (BSRHA), as outlined below or otherwise assigned.

ESSENTIAL FUNCTIONS: • Assist the President / CEO with the general management and operation of the Authority, including research, evaluation, interpretation and recommendations concerning housing and housing related programs, policies and transactions. • Duties will include actual specific program oversight, operation and implementation. • Represent BSRHA with tribal, state and federal government agencies, other private & non-profit entities, village residents and the general public. • Perform general Human Resource (HR) oversight for the Authority, including: participation in hiring, disciplinary and termination procedures; approving discipline recommended by department heads, developing management recommendations on hiring and release for approval by the President/CEO, recommending & coordinating individual staff and organizational training(s), supervising and coordinating staff evaluations and completing evaluations for direct reports. • Direct supervision, including and not limited to, the Human Resources, Finance, Information Technology and Housing Management directors/functions, and other positions or functions designated by the President/CEO; assist in the overall supervision of BSRHA activities and staff. • Provide executive level support to the President/CEO. • Perform in the capacity of Acting President/CEO of BSRHA when designated and in the absence of the President/CEO. • Prepare and coordinate the annual Native American Housing Assistance & SelfDetermination Act (NAHASDA) Indian Housing Plan and Annual Performance Report processes. • Identify new potential funding sources; write grant proposals; coordinate the development of proposals with other BSRHA employees and work with the CFO to report implementation progress in a timely manner. • Assist in the development and implementation of project budgets. • Assist in the review of requests for proposal prior to release and review bids for compliance to RFP, state and federal regulations. • Assist in the monitoring and reporting on all phases of planning, project development and timelines. • Assist as directed in the management of modernization and development projects. • In conjunction with the President/CEO, lead, motivate, manage and develop staff to invoke passion about the organization’s mission, and foster an environment committed to continuous improvement. • Travel throughout the Bering Straits Region as assigned; may include statewide and nationwide travel. • Execute all other reasonable duties assigned by the President/CEO.

EDUCATION AND EXPERIENCE: • Bachelor’s Degree in Business Administration, Management, Construction Management, Engineering or related field; Bachelor’s Degree requirement may be substituted on a year-for-year basis with senior level or executive level management experience. • Minimum of eight (8) years of professional work experience with increasing levels of responsibility and management, preferably within non-profit agency related functions; of which at least six (6) of those years must be in a supervisory capacity. • High School Diploma or General Equivalency Diploma is required. • Must have a current valid Alaska’s Driver’s License or the ability to obtain one on acceptance of the position.

KNOWLEDGE AND SKILLS: • Knowledge of state and federal regulatory and funding requirements. • Knowledge of current status of market trends. • Knowledge of operational standards of practice. • Knowledge of laws governing business operations, contracting and financial guidelines. • Skill in the preparation and reporting of project scopes of work, cost estimating, budgeting, scheduling and accounting practices. • Skill in using personal computers/software. • Skill in reading, verbal and written communication.
