Job Summary: Job incumbent provides leadership and management for the Edgar Nollner Health Center in Galena. Job incumbent provides administrative supervision and direction to program and facility staff, including medical, dental, behavioral health, registration, maintenance and janitorial staff to maintain efficient clinic operations and program compliance within the guidelines established by Tanana Chiefs Conference Health Services, Indian Health Services, Alaska Division of Behavioral Health, HRSA and other regulatory agencies. Job Incumbent maintains regular contact with local advisory Board, Tribal Councils and Health Services staff in Fairbanks.

Representative Duties: Under the general supervision of the Executive Director of Health Services, job incumbent:
- Provides supervision and direction to staff. Directs operations to ensure efficient and effective day to day operations. Sets up and conducts meetings and processes action items.
- Assists with developing policies and procedures for the Edgar Nollner Health Center that meet federal and state requirements and ensure compliance with TCC procedures and ensures effective functions of clinic programs and services.
- Active participation and collaboration in recruiting and evaluating staff in conjunction with TCC Human Resources and other health services program directors.
- Establish and maintain positive, collaborative working relationships with other supervisors regarding dually supervised employees.
- Provides orientation and training to Subregional clinic staff and itinerant staff regarding facility policies and procedures.
- Ensures clinic operations, strategic goals, policies and procedures are aligned with TCC Health Services and administrative strategic goals, policies and procedures. This includes FTCA, Accreditation and HRSA requirements.
- Prepares timely and accurate monthly and quarterly reports as required by Health Administration and funding agencies.
- Facilitates resolution of patient/client complaints and staff concerns in coordination with appropriate other TCC staff/programs
- Provides input into the program budgeting process and monitors expenditures to ensure adherence to approved budgets.
- Assists in preparation of grant applications, submits timely reports as required and monitors ongoing activity for both state and federal grant compliance.
- Work with HRSA staff with preparation of annual section 330 applications, UDS report and other grant compliance requirements such as onsite Operational Assessment review.
- Works with HRSA grant manager and business office to maximize third party revenue and ensure HRSA grant compliance.
- Oversees the laboratory process, working with the TCC Laboratory Director, to ensure that quality control measures meet COLA accreditation, CLIA standards and TCC policies, procedures.
- Establishes proactive communication and good working relationships with Tribal Leaders and Administrators for Galena and Subregional Villages. Represents the Edgar Nollner Health Center and its programs at advisory board meetings, TCC meetings and community gatherings.
- Establishes good working relationships and collaborative arrangements with public health partners, policy makers and other organizations to help achieve TCC’s goals.
Other Responsibilities:
- Performs other job related duties as assigned.
Minimum Qualifications:
- Bachelor’s Degree in health related field; or equivalent combination of relevant education, training and experience which provides the capabilities to perform the described functions. Master’s level preferred, but not mandatory.
- Three years of supervisory experience in a clinical, tribal or healthcare setting required.
- Five to ten years of experience in the health area preferred.
- Demonstrated experience with developing, implementing and monitoring multiyear Strategic plan.
- Demonstrated experience developing, implementing and monitoring quality improvement initiatives.
- Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills & Abilities:
- Strong interpersonal, verbal, and written communication skills.
- Strong computer skills with database management, spreadsheet, electronic mail, and word processing.
- Understanding of Indian Health Services preferred.
- Knowledge of federal and personnel policies, procurement, and management systems.
- Familiar with federal and state grant application and reporting requirements for HRSA 330 and behavioral health grants.
- Knowledge and understanding of Alaska Native Culture and Traditions.
- Demonstrated leadership experience, working with a variety of staffing patterns and providing for staff development.
- Experience working in cross cultural setting.
Supervision: This position supervises about 15 people including physician, physician assistant, several ancillary medical staff, several administrative personnel, and multiple behavioral health clinicians. Direct reports include staff located in Galena and surrounding subregions.
Physical demands: Extended hours, infrequently. Some (village) travel required. Work is mostly sedentary with long periods sitting at desk/computer. Work is performed in office and meeting room environment.
Summary: Incumbent must possess strong leadership skills and work well with a diverse group. Strong strategic abilities to further improve operations.
